FOUNDER PRESIDENT'S MESSAGE
Dear Friends and Family of the Youth Referral & Placement Unit, Inc.
When I accepted the position of President of the Youth Referral & Placement Unit Inc. (YRPU) in February 2003, I recognized that this organization possessed unlimited potential for growth, excellence, and meaningful impact. With that honor came a responsibility—and a challenge—to lead YRPU from the promise of possibility to the fulfillment of purpose. Today, YRPU is experiencing a period of growth unparalleled in its twenty two-year history. Over the past twenty two
years, we have made measurable progress in addressing critical social issues, guiding youth toward academic opportunities, supporting individuals in avoiding
involvement with the criminal justice system, and empowering clients to live healthy, independent lives.
YRPU has successfully referred countless young adults to GED programs and substance abuse treatment centers. We provide vital services including Batterers Intervention Programs, Domestic Violence Program, and Anger Management Services. Additionally, we support formerly incarcerated fathers in their transition back into the community, assisting them in rebuilding their lives, reestablishing family connections, and securing
visitation rights with their children. YRPU also stands as a strong advocate
for abused women, committed to promoting safety, dignity, and empowerment. Over the years, we have educated and served more than 6,000 individuals, many of whom have gone on to make meaningful and lasting contributions to their
families and communities. As we look toward the future, we remain steadfast in our mission to develop agents of change. Clients who leave YRPU
are equipped with the tools, confidence, and skills necessary to make a positive difference in the world. These youth and adults are not just
participants in our programs—they are our future leaders. As we strengthen our vision, we move
beyond possibility and into promise: the promise of a comprehensive academic and treatment agency, the promise of a supportive learning environment that fosters social and educational growth, and the promise of a diverse, inclusive organization that prepares individuals to become engaged and productive citizens in today’s global society.

The Youth Referral & Placement Unit Inc. (YRPU) was founded in 2003 by Harry N. Maharaj, CASAC, BPS,MPA, an alumnus of Metropolitan College of New York and a credentialed Alcoholism and Substance Abuse Counselor (CASAC) for the State of New York.
Mr. Maharaj earned a Bachelor of Professional Studies (BPS) and later completed a Master of Public Administration (MPA) with honors from the School of Human Services. He brings more than 35 years of experience in social services, criminal justice, substance abuse treatment, and community-based intervention.
Professional Experience Throughout his career, Mr. Maharaj has held leadership and clinical roles across numerous respected organizations, including:
Outreach Training Institute, where he managed and supervised the DWI (Driving While Intoxicated) Program Queens Daytop, serving as Assessment Coordinator and Supervisor, where he implemented and oversaw DWI programming Samaritan Village, as Assistant Director of a homeless shelter
Black Veterans for Social Justice, providing services through the TANF (Temporary Assistance for Needy Families) program Veterans Homeless Integration
Program, supporting veterans returning from military service Parole and Probation Services, working directly within the criminal justice system Former member of the Rikers Island Discharge Planning Board, assisting with early inmate release planning Member of the New York City Police Department Auxiliary
Member of the New Jersey Fugitive Enforcement Task Force Organizational Purpose Mr. Maharaj founded YRPU to address the critical social service needs of individuals and families in Queens and South Jamaica, with a focus on education, prevention, family reunification, and self-sufficiency. The program was established to educate constituents about domestic violence, its impact on children, and the resources necessary for healing and recovery. YRPU provides essential services including counseling, medical and psychological referrals, housing assistance, food security, employment support, and advocacy for abused women and families. Without these services, many vulnerable individuals would lack access to care within their own communities.
Mission and Vision YRPU is dedicated to strengthening families, restoring dignity, and empowering individuals to live safe, healthy, and independent lives free from harm and abuse. Through commitment, respect, and inspiration, the organization develops positive agents of change and
prepares youth to become future leaders in their communities. The organization’s primary goal is family reunification and stabilization, ensuring that families in need receive the care, structure, and support required to thrive.
